Since 2024, The Grassroots Institute (TGI) Ukraine has substantially expanded its advocacy and field programmes to strengthen local self-governance, participatory democracy, and sustainable natural resource management across Zakarpattia, Lviv, and Ivano-Frankivsk oblasts. Working with hromadas, civil society organizations, universities, local governments, producer groups, and development partners, TGI Ukraine has promoted decentralized, evidence-based and community-led governance that supports Ukraine’s recovery, European integration, and long-term environmental sustainability. The Institute’s approach combines policy advocacy, field demonstrations, technical assistance, capacity building, research, and citizen engagement to ensure that local communities become active partners in managing natural resources and planning resilient local development.
Rural governance of natural resources in Ukraine plays a crucial role in ensuring sustainable development, environmental protection, and efficient resource management at the local level. Under the country’s decentralization reforms, hromadas have assumed greater responsibilities for land administration, water resources, forestry, biodiversity conservation, agricultural development, and ecosystem restoration. TGI Ukraine has responded by supporting local institutions through stakeholder engagement, legal awareness, participatory planning, technical advisory services, and multi-stakeholder dialogue platforms that strengthen transparent, accountable and inclusive governance.
Beyond environmental governance, TGI Ukraine has increasingly integrated local governance with climate resilience, sustainable livelihoods, youth participation, women’s leadership, digital innovation, and community-based recovery. Activities undertaken since 2024 continue to expand across western Ukraine while laying the foundation for wider engagement in Central and Eastern Ukraine, where demand for institutional strengthening, ecosystem restoration, and participatory local governance is steadily increasing.

Major Action and Field Interventions
Since 2024, TGI Ukraine has progressively intensified the following strategic actions across Zakarpattia, Lviv and Ivano-Frankivsk oblasts:
- Strengthening local self-governance through institutional capacity development for hromadas, municipalities, village councils, and community-based organizations.
- Facilitating participatory local development planning that integrates urban sustainability, environmental sustainability, climate resilience, biodiversity conservation, and inclusive economic growth.
- Conducting stakeholder mapping and institutional assessments to identify governance gaps, strengthen local partnerships, and improve coordination among public institutions, academia, civil society, and community groups.
- Organizing legal literacy programmes on decentralization, human rights, environmental legislation, community rights, land governance, rights of IDPs, and access to environmental information.
- Supporting transparent governance through citizen consultations, community hearings, participatory budgeting, citizen media, and social accountability mechanisms.
- Promoting digital governance tools for community participation, public information sharing, local planning, and monitoring of development initiatives.
- Strengthening governance of agricultural landscapes, forests, mountain ecosystems, wetlands, and water resources through community-led planning and field-based demonstration initiatives.
- Advancing climate adaptation and ecosystem restoration by supporting nature-based solutions, watershed management, ecological rehabilitation, and landscape resilience.
- Promoting agrobiodiversity conservation through participatory conservation of traditional crop diversity, farmer-led innovation, community seed systems, and climate-resilient farming practices.
- Supporting sustainable rural livelihoods by promoting green enterprises, value chains, nature-based income opportunities, and community entrepreneurship.
- Empowering women, youth, and vulnerable groups to participate actively in local decision-making, environmental governance, and community leadership.
- Building local capacities through training workshops, field schools, exposure visits, technical mentoring, and practical learning exchanges.
- Facilitating policy dialogue between local governments, regional authorities, academic institutions, national agencies, and international development partners.
- Generating evidence for policy reform through participatory field assessments, policy briefs, and knowledge products.
- Establishing demonstration sites and pilot initiatives that showcase innovative approaches to sustainable resource management and much more.
- Supporting community monitoring systems to assess ecosystem health, biodiversity status, land-use change, and implementation of local development plans.
- Strengthening partnerships with universities, research institutions, civil society organizations, and international organizations to promote collaborative governance, rights and entitlements.
- Facilitating knowledge exchange platforms that enable hromadas and municipalities to share successful experiences and replicate effective governance models across regions.
- Supporting Ukraine’s green recovery by integrating biodiversity conservation, urban sustainability, ecosystem restoration, climate adaptation, and community resilience into local development strategies.
- Preparing for expansion into Central and Eastern Ukraine, where TGI Ukraine plans to replicate successful governance and capacity-building models in partnership with local authorities, educational institutions, and civil society organizations.
As implementation continues, these field interventions are becoming increasingly comprehensive and intensive. TGI Ukraine is strengthening long-term partnerships with local governments and communities while developing scalable models that connect local action with national policy priorities. Through evidence-based advocacy, continuous capacity development, and practical field innovation, the Institute aims to contribute to resilient hromadas, accountable local institutions, healthy ecosystems, and inclusive rural development across Ukraine, with progressive expansion from western regions into Central and Eastern Ukraine in the coming years.
