Grassroots Institute Continues its Engagement in the Discussion of Ukraine’s National Energy and Climate Plan

In February 2026, representatives of the The Grassroots Institute participated twice in public consultations on the updated National Energy and Climate Plan of Ukraine (NECP) – a strategic document that defines the direction of national policy in the fields of energy, climate, and decarbonization until 2030.

February 6, 2026: Public Consultation with the Ministry

On February 6, attorney-at-law Sofia Shutiak, together with the Head of the organisation Dr. Olha Donets, took part in a public discussion of the draft NECP organised by the Ministry of Economy, Environment and Agriculture of Ukraine. The discussion addressed:

  • the legal grounds for amendments to the NECP;
  • compliance of the updated document with Ukraine’s international obligations;
  • implementation of the Law of Ukraine “On the Basic Principles of State Climate Policy”;
  • integration of climate objectives into post-war recovery processes.

Special attention was paid to Ukraine’s commitments under the Energy Community Treaty, the EU–Ukraine Association Agreement, and the requirements of the EU Ukraine Facility programme.

February 13, 2026: Discussion with International and Business Associations

On February 13, attorney-at-law Dr. Sofia Shutiak joined a further discussion of the updated draft NECP organised by the analytical centre DiXi Group in cooperation with the Ministry, this time involving international and business associations. This format made it possible to:

  • present the government’s vision of the updated NECP structure;
  • receive feedback from expert and business communities;
  • discuss the balance between climate ambition, economic stability, and energy security.

Why This Matters?

The National Energy and Climate Plan is a key instrument for Ukraine’s integration into the European energy and climate framework. The document defines:

  • greenhouse gas emission reduction targets;
  • development of renewable energy sources;
  • energy efficiency improvements;
  • integration of energy markets with the EU;
  • monitoring and reporting mechanisms.

For The Grassroots Institute, participation in these consultations is part of our systematic expert work in the field of environmental and climate policy.
