Rural skills and livelihoods development in Ukraine must respond to diverse agro-ecological conditions, evolving market demands, and the socio-economic disruptions caused by ongoing conflict. This program focuses on building climate-smart, market-oriented, and locally adaptable livelihood systems across regions such as the Carpathians, Kyiv, Kharkiv, and other rural areas. In the Carpathian region, where pastoralism and smallholder farming remain central, the program promotes dairy and livestock vocational skills, traditional cheese-making, fodder and pasture management, and agro-forestry systems that enhance both productivity and ecological sustainability. In the Kyiv region, with its proximity to urban markets, emphasis is placed on horticulture, high-value orchards, agri-processing, and local branding, supported by digital advisory services and modern farm business skills. Meanwhile, in Kharkiv and other eastern regions affected by war, livelihood recovery efforts prioritize resilient livestock systems, para-veterinary services, water management skills, and the restoration of disrupted rural supply chains.
The program further strengthens inclusive and diversified rural economies by supporting women-centered dairy enterprises, livestock-based microenterprises, and non-farm livelihood opportunities that reduce vulnerability and expand income sources. Community-based cooperatives and producer groups will be developed to enhance collective bargaining, improve market access, and foster local entrepreneurship. Financial inclusion mechanisms and digital rural knowledge systems will enable farmers and rural youth to access credit, information, and innovation. By linking production with value addition, strengthening supply chains, and promoting climate-resilient practices, the program aims to create sustainable, self-reliant rural economies. It envisions a future where rural communities across Ukraine are empowered with the skills, resources, and institutional support needed to rebuild livelihoods, adapt to climate change, and participate competitively in local and regional markets.
